State Contract Negotiations
The Committees
The Policy Committee reviews draft proposals and compiles a final set of proposals for the Commonwealth.
- The Rank-and-File Policy Committee is made up of all 204 State Presidents;
- First-Level Supervisors have 20 Local Presidents on their Policy Committee;
- The Game Commission/Act 111 Unit is represented by three members who are selected by their Local's Officers.
The Negotiating Committee takes over once proposals have been finalized by the Policy Committee. The Negotiating Committee, led by Chief Negotiator David Fillman, meets with the Commonwealth and in caucuses until a tentative agreement is reached.
- The Rank-and-File Negotiating Committee is made up of 83 Local Presidents, who are elected from the Policy Committee;
- For First-Level Supervisors and the Game Commission, the Policy and Negotiating Committees are one and the same.
The Commonwealth's Negotiating Team is made up of staff from the Office of Administration, the Bureau of Labor Relations, attorneys, personnel directors, and representatives from various State Agencies.
After the Negotiating Committee has accepted a tentative agreement, the Policy Committee is reconvened. The Policy Committee then votes on whether the agreement should be submitted to the membership for a ratification vote. |
