
The 2003 Rank-and-File Negotiating Committee
Negotiation of the 2003-2007 Master Agreement included more than 20 sessions lasting in excess of 200 hours. A tentative agreement was reached at 6:00 p.m. on June 30, 2003, and the agreement was ratified by the Policy Committee at 10:30 that same evening. On July 11, 2003, the contract was ratified by a majority of the membership.

State Contract Negotiations
The Timeline 5/2006: "It's Contract Time" forms were mailed out, requesting contract proposals from Rank-and-File and First-Levels.
6/15/2006: More than 6,000 contract proposal forms were received by the deadline; all proposals were tabulated for presentation to the Policy Committees of the Rank-and-File and First-Levels.
7/22 and 7/23/2006: Policy Committee meetings were held for Rank-and-File and First-Levels.
7/27 and 7/31/2006: First Negotiating Committee meetings were held for Rank-and-File and First-Levels; the Negotiating Teams presented their first round of proposals to the Commonwealth.
11/1/2006: This session for Rank-and-File and First-Levels focused on the status and projected expenses of the Pennsylvania Employees Benefit Trust Fund (PEBTF). After the PEBTF's presentation, Council 13 negotiators held a caucus in which the PEBTF 's data was analyzed by an independent consultant. Negotiators had the opportunity to ask specific questions of the consultant.
11/9/2006: At this meeting, the Commonwealth's presented its first round of proposals to the Negotiating Teams for both Rank-and-File and First-Levels.
11/14/2006: At this meeting, the Commonwealth presented its initial responses to proposals from the Rank-and-File Negotiating Committee.
11/22/2006: At this meeting, the Commonwealth presented its initial response to proposals from the First-Level Supervisors' Negotiating Committee.
11/28/2006: Council 13's Rank-and-File and First-Level Negotiating Teams presented their initial response to the Commonwealth's proposals.
11/29/2006: The Commonwealth's Budget Office presented its financial report. The Commonwealth's data was then analyzed by a financial specialist from AFSCME International's Research and Collective Bargaining Department. Negotiators from both the Rank-and-File and First-Level Supervisors had the opportunity to ask specific questions of the Commonwealth.
12/1/2006: The Commonwealth made a presentation on healthcare expenditures for the PEBTF; an independent consultant is reviewing the data and will analyze it for Council 13's Negotiating Team at the next scheduled meeting.
12/4/2006: An independent healthcare analyst reviewed the Commonwealth's 12/1 presentation on the PEBTF, and clarified several points for the Rank-and-File Negotiators.
