Early State Contract Agreement

NOTE: For more than 30 years, Council 13 has communicated every tentative agreement via ratification meetings. This
process allows our members ample time to review and consider the agreement, to ask questions of their Local President
and Staff Representative, and to vote on this important issue.

The Tentative Agreement is not posted here for several important reasons:

  • Giving the information to the general public first would be a disservice to our dues-paying members, many of whom do not have access to the internet. Those covered by the agreement deserve to review it before anyone else.

  • In late 2006, some of the Commonwealth's original proposals were circulated via the internet, and many members mistakenly believed that AFSCME had accepted them. This led to misinformation and unfounded rumors.

  • Every member will receive the tentative agreement first-hand, with detailed explanations, from their Local Union Presidents at ratification meetings.

The Policy Committee voted overwhelmingly on Saturday, January 13th in support of a tentative agreement accepted on Friday morning by the Negotiating Committee. Ratification votes will take place at 204 Local Union meetings over the next two weeks.

“This is a very fair contract, with good wage increases that show the Commonwealth appreciated our members’ sacrifices in the last contract,” said David Fillman, Executive Director. “Healthcare, retiree healthcare, and pension benefits are all making headlines around the country, and the Negotiating Committee made it a priority to maintain these benefits for nearly 45,000 state employees covered by this agreement."

Members should contact their Local President or District Council for information on their ratification vote.
