Fillman Heads Budget Press Conference

2/2:  C13 Exec. Dir. and CLEAR Chairperson David Fillman kicked off a press conference at the capitol today to roll out an extensive CLEAR Coalition report called "A Better Way for Pennsylvania: Restoring Pennsylvania's Fiscal Health Through Fairness, Efficiency and Innovation."  The report outlines a series of very specific recommendations that could generate up to $2.3 billion in savings and new revenue for PA - as an alternative to repeating the failed draconian 'cuts only' approach to the state budget.  PA AFL-CIO Pres. Rick Bloomingdale and SEIU State Council Exec. Dir. Mike Brunelle also spoke at the event.  For more on the study visit www.clearforpa.org

2011-2015 State Contract Signing

1/31:  On January 27 C13 Negotiating Committees and Commonwealth representatives met to sign final contract language for the 2011-2015 Master Agreement and Master Memorandum.  Gov. Corbett's Sec. of Administration, Kelly Powell Logan, said she was "impressed with the good partnership between union and management", noting the contract was "both fiscally responsible and fair to employees."  Signed drafts will go through a final proofing process before being posted on this website and sent out to be printed in book format.

Organizing Victory

1/26: As the result of a Joint Request for Certification between DC88 and C13's Organizing Department, an agreement was reached with Morrisville Borough (Bucks County) to bring Morrisville Library Assistants into Council 13, Local 1598.  This will add 6 new employees to AFSCME ranks.  Congratulations and welcome to the Council 13 family!

C13 2012 Scholarship App Now Available

1/25:  Council 13's 2012 Scholarship Guidelines and Application  has been updated for 2012 applicants. This is a members-only opportunity for members, RPEP members and their children/grandchildren.  Applications will be accepted at Council 13 starting March 1 - June 1, 2012More scholarship opportunities.

Fillman Re-Appointed to SERS Board

1/23:  C13 Exec. Dir. David R. Fillman was nominated for re-appointment to the State Employee Retirement System SERS Board by Gov. Corbett.  The Senate vote was

50-0 for re-appointment to another 4 year term.  Fillman was first appointed to the SERS Board in 2000.  SERS administers benefits for more than 100,000 retirees of the Commonwealth.

Budget Crisis Fixes Can Be Found

1/4: With a projected $500 million PA budget deficit, Council 13 Exec. Dir. David Fillman's response was published in the Harrisburg Patriot-News calling for sensible, fair solutions rather than more devastating cuts to schools and services. Reasonable options include an end to corporate tax loopholes, as well as a fair excise tax on big oil and gas "to close any budget gap and spare Pennsylvania families from more painful cuts."  Read entire article
