Contract Status Update – September 28, 2023

The Collective Bargaining Agreement negotiated and ratified by members of AFSCME Council 13 with the Commonwealth of Pennsylvania is set to be signed on October 10, 2023.

Council 13 members, staff, and leadership will meet with officials from the Governor’s Office and the Office of Administration for the signing.

Historically, this is a typical timeline for the Commonwealth to process an agreement of such magnitude. With billions of dollars being processed to go into AFSCME members’ pockets, it is important that raises, retroactive pay, and other provisions are calculated accurately.

After the contract signing, the Commonwealth will begin the administrative process of instituting pay raises, including retroactive pay back to July 1, 2023. Employees can expect to see their increased wages and retroactive pay once those processes are complete. We hope to see that money in your pocket within a month, and we will keep you updated on exact dates as soon as we know them.

Again, this historic contract is thanks to the hard work and firm resolve of AFSCME members. It is only through strong union membership that we can continue to achieve such victories  — and even greater ones.
