Negotiations Update – July 14, 2023

The AFSCME Council 13 negotiating team consisting of executive leadership and rank-and-file member representatives reached a tentative agreement on a four-year contract with the Commonwealth of Pennsylvania around 10:30 PM on Tuesday, July 11, 2023.

This is a major accomplishment with an agreement that if ratified would represent a historic achievement for AFSCME members working for the Commonwealth, however, there are many more steps to be taken before this is a done deal.

Council 13’s First-Level Supervisor unit will meet with the Commonwealth on Monday, July 17, and Council 13’s Policy Committee will meet on Tuesday, July 18, to discuss whether to recommend the agreement to be sent to the general membership for a ratification vote. At that point, ONLY dues-paying members can vote on the contract.

Further details regarding the ratification process and voting locations will be released upon recommendation by the Policy Committee.

We encourage you to reach out to your Local Union President or other representative who participated in negotiations for detailed information.

Council 13’s Member Resource Center is here to answer any questions that we can. Just call 1-800-5-AFSCME or email [email protected].
